Under the framework of the agreement signed between the WCO and the Bahamas Customs and Excise Department (BCED) in March 2018, to provide technical assistance and capacity building (TACB) in a comprehensive program, a WCO follow-up mission on developing a BCED training plan was held in Nassau from June 18th to 20th, 2019.
During the workshop, the WCO Experts and BCED Officers worked closely together to develop a training plan, based on a 5-step action plan agreed to in November 2018. The BCED Officials explained the steps undertaken in the last six months to achieve the goals, including, inter alia, the collection of training needs, the definition of training priorities, the elaboration of a list of courses, and the introduction of a blended approach including the WCO CliKC! Platform as e-learning support.
Building on the completed activities, discussions, and an improved understanding of the training cycle principles including the WCO competency-based approach for HR principles, BCED officers and WCO experts defined the People Development Plan (PDP) 2019/2020, including the introduction of an evaluation mechanism of the training impact on the Department.
The new PDP will ensure the BCED training function, in line with training cycle principles included in the WCO Framework of Principles and Practices on Customs Professionalism.
